CTIA and the Mobile Marketing Association (MMA) have formed a joint task force for text-based mobile marketing programs in an effort to make it easier for businesses to reach their customers through SMS marketing. The task force will focus on shortening time-to-market for mobile marketing programs and supporting those mobile marketers who best adhere to consumer protection guidelines.

• The FCC has selected nine companies to administer its newly released TV white spaces spectrum: Comsearch, Frequency Finder, Google, KB Enterprises and LS Telcom, Key Bridge Global, Neustar, Spectrum Bridge, Telcordia Technologies and WSdb LLC. The companies will develop a database that will be used by developers of the white spaces spectrum. Separately, the FCC said it plans to take up modernization of the universal service fund and intercarrier compensation at its next open commission meeting on Feb.8.

Broadcom says it made $266 million in the fourth quarter on sales of $1.95 billion. For the full year 2010, the company made $1.08 billion on sales of $6.82 billion, a 52 percent increase over last year.

Offermobi, a U.S.-based performance marketing network for mobile advertising campaigns, says it has secured new funding in a financing round led by New York-based ARC Angel Fund. Joseph R. Saviano, chairman of ARC Angel Fund, will join Offermobi's Board. Founding investors and ARC Angel Fund limited partners also provided funding. This brings Offermobi's funding to date to $1 million.

Stoke is working with BT's mobility research team to investigate key aspects of flat IP architectures for mobile networks, including LTE SAE (Long Term Evolution/Service Architecture Evolution). The combined efforts of Stoke, BT, as well as other partners, will help explore the potential synergies of mobile and fixed networks sharing the same basic IP architecture. Stoke's multi-access platform, the Stoke Session Exchange 3000 (SSX-3000), will anchor tests demonstrating BT's capabilities in consolidating three or more different mobile network operators' networks within a combined core infrastructure.
